Mahatma GandhiKERALA STATE RUTRONIX was established by the Government of Kerala in 1990 as the apex body of 18 Rural Women's Electronics Industrial Co-operative Societies across the state. Over the years, RUTRONIX has built a strong presence throughout Kerala and earned a reputation for its integrity, reliability, and commitment to development.
The organization has been involved in the manufacturing and supply of components for renowned brands such as Keltron TVs, Kamal Radios, ONIDA TVs, and Pamba Electronics. Its production portfolio has also included Computers, UPS systems, EPABX units, CFL lamps, solar-powered solutions, and various electrical and electronic devices.
With the changing global economic landscape and the liberalization of markets, RUTRONIX strategically shifted its focus from manufacturing to service-oriented industries. Its software division, Govern-IT, has successfully implemented numerous software projects for public sector organizations under the Government of India and the Government of Kerala, as well as international agencies including the World Health Organization (WHO).
One of the most significant transformations in RUTRONIX's journey has been the growth of its Training Division. Since 2006, the organization has been offering employment-oriented, computer-based training programs designed to meet evolving industry requirements.
Developed by subject-matter experts and aligned with market demands, these programs have helped position RUTRONIX as one of Kerala's leading training institutions, empowering thousands of job seekers with industry-relevant skills and career opportunities.
E-Keralam is a state-level women entrepreneurship initiative implemented by Kerala State Rutronix, functioning under the Kerala Khadi and Village Industries Board, in accordance with Government Order G.O.(Rt) No.1103/2020/ID. The project has been launched as part of Rutronix's core mission of Women's Empowerment.
Built on the vision of "Empowering Women, Empowering Society," the e-Keralam Project aligns with the women's empowerment objectives of Rutronix. Implemented under the above Government Order, this initiative aims to extend the benefits of modern digital technology to every section of society while empowering women to become digital entrepreneurs, digital facilitators, and leaders of social transformation.
To achieve this vision, Women with entrepreneurial aptitude and digital skills are identified and trained to establish and manage E-Keralam Centres. In the first phase, the project envisages the establishment of 1,000 Digital Hubs,with one e-Keralam Centre serving approximately every three-kilometre radius across Panchayats, Municipalities and Corporations throughout Kerala.
One of the primary objectives of the project is to promote e-Governance Digital Literacy. In line with the spirit of the Kerala Right to Service Act, 2012, the programme aims to improve digital literacy among citizens and enable them to independently access and utilize Government e-Services.

The e-Keralam Centres deliver digital literacy and Government e-Services through the following three-tier implementation model.
The first stage of digital literacy focuses on teaching citizens how to access and complete Government services independently.
Malayalam e-Tutorials explaining step-by-step procedures for various Government services are made available through local e-Keralam Centres. Citizens can learn from home, understand each service process, and complete transactions on their own.
A dedicated Help Desk and Helpline Support System is also provided to answer users' questions and guide them whenever required.
For citizens with limited digital skills or limited access to technology, local e-Keralam Digital Service Centres provide hands-on opportunities to learn and perform Government e-Services independently.
Under this model, the service provider functions as a Facilitator rather than merely providing the service. The objective is not simply to complete the service on behalf of the citizen, but to train and empower the individual to become digitally self-reliant.
To strengthen practical digital literacy, special e-Literacy Camps and Training Programmes are organized in collaboration with Panchayats, schools, colleges, and various community organizations.

In this stage, the service provider completes the required Government e-Service on behalf of the citizen while simultaneously providing practical guidance and digital awareness. Thus, this model goes beyond service delivery by combining service assistance with citizen empowerment, ensuring that every interaction contributes to long-term digital inclusion.
Each Digital Hub functions as a comprehensive citizen service centre, promoting digital literacy, delivering government and digital services, supporting women entrepreneurship, and providing business development assistance for small enterprises. The project also encourages STEM education, digital technology learning, skill development aligned with the National Education Policy (NEP 2020), and higher education-based career guidance, helping build a digitally empowered, inclusive and future-ready Kerala.
